In May 2017, AHS submitted an application to Health Canada to provide supervised consumption services at Sheldon M. Chumir Health Centre.
These services are part of a range of evidence-based services that support prevention, harm reduction and treatment for Albertans living with substance use challenges.
Supervised consumption services provide a place where people can use drugs in a monitored, hygienic environment to reduce harm from substance use while offering additional services such as counselling, social work, and opioid-dependency treatment.
AHS recognizes that the need for supervised consumption services is urgent and these services cannot be implemented fast enough.
While construction begins on the permanent site within Sheldon M. Chumir Health Centre, AHS is applying to Health Canada to offer supervised consumption services out of a temporary trailer structure, located in the surface parking lot on 5th Street, between 12th and 13th Avenues. AHS is working with its partners, The City of Calgary and Calgary Police Service to get these services up and running and is committed to the safety of staff, patients and the community.
This temporary trailer structure will be designed the same way and contain the same structural elements as the permanent site, such as: private entrance and exit, ventilation systems and client monitoring throughout the process. AHS hopes to have this temporary solution in place this October, pending Health Canada approval.
AHS began consulting with the community at the end of June regarding the incorporation of supervised consumption services at the Sheldon M. Chumir Health Centre.
Since then, more than 120 members of the community have attended consultation sessions to learn more about these plans and to provide their feedback and concerns.
Feedback that has been gathered during these sessions is being considered in the implementation of supervised consumption services and will continue to inform the planning process.
AHS will continue to engage with the community throughout the process to implement these services, and will continue to keep them informed as supervised consumption services are implemented.
AHS has identified the location of where permanent supervised consumption services within the Sheldon M. Chumir Health Centre.
Located on the south side of the building, the service will have its own entrance and exit and will not be collocated within any other program or service.
AHS Capital Management is working hard to retrofit the space to fit within Health Canada’s requirements and incorporate consultation feedback where possible. The site is planning to open in early 2018.
AHS is currently exploring the feasibility of an additional supervised consumption services unit in the east part of the city to address the need for these services outside of the downtown core. This work is very preliminary and will require a separate application to Health Canada.
The Calgary Coalition on Supervised Consumption Services continues their needs assessment to inform additional supervised consumption services sites in the community.
AHS will continue to work with the City of Calgary, Calgary Police Service, the Calgary Coalition on Supervised Consumption and the community to plan for the implementation of these services, and will continue to provide updates as this work continues.
