Alberta Health monitors all licensed supportive living and long-term care accommodations for compliance to the Accommodation Standards and the requirements of the Resident and Family Councils Act (RFCA). The purpose of the Accommodation Standards is to support the provision of high quality accommodation services (e.g., meals, building maintenance, security and housekeeping) that promote the safety, security and quality of life of Albertans living in those accommodations. The RFCA is intended to support residents and their families in establishing an effective Resident and Family Council.

Alberta Health Services (AHS) conducts audits in publicly funded continuing care sites (long-term care and designated supportive living accommodations) and programs to the Continuing Care Health Service Standards (CCHSS). These standards are a set of legislated, minimum standards that operators must comply with in the provision of health care (e.g., medication management, care planning, staff training). Alberta Health provides oversight to AHS CCHSS audits, and conducts joint or independent audits with AHS in facilities where risk to resident safety and quality of care are identified.

When COVID-19 was declared a public health emergency in March 2020, Alberta’s Chief Medical Officer of Health (CMOH) issued orders containing guidelines for licensed supportive living and long-term care facilities. These are explicit requirements for all operators, staff, residents, as well as the families and friends of those residents who live within the facilities to support early recognition and swift action for effective management of COVID-19. Alberta Health monitors all licensed supportive living and long-term care accommodations for compliance to the CMOH orders. In addition to Alberta Health CMOH order inspections, AHS visits publicly funded operators to assess that operators are continuing to deliver quality and safe care by observing staffing levels; quality of clinical care and follow up to care; infection prevention and control practices; outbreak management; and adherence to CMOH Order guidelines.

A resident and family council is a group of people, including residents, their family members and staff, who meet and work together to improve the lives of residents in a supportive living or long term care site.

The Resident and Family Councils Act does not require residents or their families to have a council if they do not want one. The Act provides direction to help residents and their families form a council if they wish, and requires an operator to help them do so.

The ability to offer meal assistance may vary at each facility. Clients are encouraged to explore the services provided at the specific sites they are interested in.
Clients should also inquire if facilities can offer all required nutritional/meal modifications, including cultural foods or foods that align with religious beliefs.

Please discuss complex nutritional needs with your Case Manager or the site directly. During your site tour ask the facility if they are able to support you with your nutritional needs, and whether there are any additional costs.
